Atmospheric circumstance is a huge, complicated system consisting of many interacting factors. PM10 refer to the particles whose diameter is less than 10μm. Almostly all the air pollution can turn into one part of PM10. Due to those special physical and chemical character and more and more abvious damage to human, the monitoring and administation of PM10 is of important status and effection in the govern of atmospheric pollution. Improvement of air ambience depends upon how well to monitor and control inhalable particles, especially PM10.Nevertheless, the randomization and uncertainty of PM10 on time, space and quantity, it is difficult for governments and enterprises to select an effective and economical controlling measure to come down the content of PM10. Therefore, it's still been a sticky problem how to assess effectiveness of controlling methods of PM10. This paper introduces impact of PM10 on atmospheric environment and human's health, and remarks the latest development of domestic and oversea research on PM10. Then based on the theory of atmospheric chemistry and system elements,it analyses the relationship between the existing types of measures to control air pollution and the effect to reduce PM10. Based on that, it establishes a target system of those measures and concentration of PM10 in view of dynamic state. Furtherly, using the Grey Linkage theory brings out a correlation degree assessment model for the measures and the PM10. Finally, a quantitative relation is given between the measures that Chongqing city is practicing to clean the sky up and the PM10 content through studying performances against the air pollution during the country's Ninth Five-Year Program. The conclusion is: the pollution of TSP has been cut down a lot in the past five year, in order to keep the good result, we should reduce the amount of fuel, increae the area of plants, and most of all , to make out and administer the auto as soon as we can. According to this, detailed countermeasures and suggestions have been presented.
