Simulating the dispersion of atmospheric pollutant and controlling total quality of discharging of atmospheric pollutant are the effective measures or methods for department of environment administration to control the air-pollution and make decision on environment problems. Integrating the technology of GIS with the environment model would make their function more stronger ,which has been paid more attention by expert who engaged in the fields if environment and GIS . In this paper, the integration of GIS and atmospheric models was researched and applied to Fuzhou City.Several models of dispersion of atmospheric pollutant and total quality of controlling discharging of atmospheric pollutant along with the theory and methods of integrating GIS with environment modeling were introduced. The application of GIS technology to the process of atmospheric pollutant dispersion modeling were discussed ,including boundary definition, initial state, data preparation and result visualization.The economic status of the city of Fuzhou, the situation of nature and geography, the status quo and the developing trend of discharging of atmospheric pollutant were analyzed, The historical changing tendency and seasonal changing situation changing situation of air pollutant were discussed, The spatial distributing law of air pollutant and level of air polluting were analyzed by analyzing routine monitoring records from 1996 to 2000 in Fuzhou. The polluting problems of air environmental quality in Fuzhou was pointed out.In term of the weather feature, the situation of nature and geography, the status quo and the developing trend of discharging of atmospheric pollutant, a disperse of model to simulation muti-source pollutant dispersion was built,in which HPDM( Hybrid Plume Dispersion Model)was chosen as point source dispersion model; CALINE4 as line source model.By means of the assembled technique integrating the GIS with environment model, the visualization of environmental pollutant dispersion which had spatial distributed characteristic was fulfilled. The problems of result's poor visualization and non-friendly systeminterface for environmental simulation have been well solved.Using muti-source model and maximal discharging quantity model, the total permitted discharging quantity of every pollutant was analyzed, the permitted discharging quantity of each pollutant was ascertained, which make air environmental quality of controlled region reach given target.
