In the transportation of petroleum, large amount of oil polluted water will be produced, the oil polluted water pumping into ocean will destroy ocean environment. The case is still noticed by international society, but the oil contains complex polluting substances, hence rather difficult to be treated, its physi-chamical and bio-chemical degradation processes are very complicated. To make a deep study and discussion on the environment influence about petroleum hydrocarbon is, therefore, of great significance to the improvement and perfection of polluted water treatment technique in petroleum maritime industry.In the paper, sources and environment influence of petroleum hydrocarbon wastewater are systematically expounded. Linking-up the key NSFC Project "Studies of Method and Application of Gas Molecules Ionized with Strong Electric at High Pressure Field", A new treatment technique: in-depth treatment of ozone oxidation on oil polluted water is put forth for such water, through systematic testing and theoretical analysis. The main factors (water temperature, water quality, treatment time and ozone of oxidation) were researched. Based on the research, on the condition of constant of wastewater and ozone gas, the connection of oil concentration of wastewater and ozone concentration was obtained. Through the experimentation to oil polluted water, the concentration was about 30mg/L, ozone average input quantity is 147mg/L, and the treatment time is about 6min, the oil concentration can be reached to lOmg/L or so. These works were able to provide theory and technology to the applications in tanker oil ballast water treatment, chemical industry, environmental engineering industry and soon.Another environmental problem is the invasion of alien harmful aquatic organisms and pathogens of ship's ballast water. In this paper we present the characters of ozone, application of ozone and the production and application of ozone water. We also carry out some experiments in relation to the changes of the alga with the influence of ozone water. And studying on the change of density of alga, coloring matter forphotosynthesis after entering ozone water, then analyze the reason of the change. The other is studying the grades change of density of alga, the absorbency of alga liquor and coloring matter for photosynthesis after entering different concentration ozone water in the same alga liquor, then find the rule of the change, analyze the reason of the change and find the best purpose. Through the experiments, when the ozone concentration of sea water is 4mg/L, the removable percentage of alga is about 90%; the removable percentage of chl-a is about 99%. From the experiments, we made a basis for the application of ozone water in killing alien harmful aquatic-organisms and pathogens in the tanker's ballast water.
