N - nitro urea compounds have weeding activation as well as plant growth regulating function. It is a kind of double-function chemical compound of unique active structure with independent intellectual property right of our country by patent protection. It is usually composed by the phosgene method As the phosgene has severe toxicity, and pollutes the errvironment,it is imperative that a new secure,non-polluting synthetic method be found.In this experiment five novel N- nitro urea compounds were synthesized through non-phosgene method Their structures were confirmed by IR and 1HNMR spectroscopy. Their general formula is as follows:R: RA=o- NO2 RB=2,4-二Cl RC= m- COCH3 RD= o- COOH RE=p-FPrimary biological activities tests on the crops (early rice and rape) and weeds (echinochloa crusgalli Land amaranthus albus L.) were finished in the density of 500mg/kg. The results showed that compound B and compound E had stronger activities. So compound B and compound E were selected to test their activities in the density of 100,200,400,600,800mg/kg on the rice, rape, echinochloa crusgalli Land amaranthus albus L.The interrelation of the biological activities and the electronic effects (indicated by value) caused by the substituents located in the right benzene ring of the molecular was discussedThe experiment showed the substitution of bis(tricMoromernyl)carbonate for phosgene is secure against phosgene poisoning. The compound B and E had stronger restraining effects on monocotyledonous and dicotyledonous crops than monocotyledonous and dicotyledonous weeds and they all had various degrees of plant growth regulating effects and herbicidal activities. The compound B can be herbicides on paddyfield and compound E can be herbicides on paddyfield and rape field .In light of the new characteristic that chemical compound E presents, and its high activation, it is strongly proposed here to probe fluorizarion of the N - nitro urea compound...
