As the impound of Three Gorges Project, in order to protect the health of people, to ensure the safety operation of this project and water environment quality, the polluting sources in the reservoir region must be cleared. Chongqing, located in the heart of the Three Gorges Region, has a mount of 14 652.13 tons hazardous solid waste piled above the impounding line 135m whose soluble pollutants may cause transfer into water environment, thus threaten the ecological environment and human health. Therefore, the hazardous solid waste piled above the impounding line must be cleared away which is one of the most important measures to protect the ecological and aquatic environment.According to the State Department and SEPA's commands and requirements, the Safe, Reliable, Economical and Practical principles, the Theological Scheme for the Hazardous Solid Waste Piled under the Bottom of Three Gorges Project Clearing is made on the base of the physical and chemical characteristics and transferring laws of soluble pollutants.Innocent treatment, transfer and pile can be adopted according to the wastes' genres, characteristics. Among these hazardous solid wastes, 578 tons can be reduced in amount, recycled and innocent treated; 14 thousands tons should be transferred to above 177m impounding line (added backwater line caused by flood occurred once every 20 years ) and then be reserved...
