After the Three Gorges Reservoir is totally completed and the water level reaches the normal impounded level by the year 2010, the environmental protection for the Three Gorges Area will becomes a most important goal to attain. Now there is a large population living around this area that is seldom seen around other reservoir else in the world, and it will surly impact on the ecological environment and even the safety operation of the reservoir itself, especially the aquatic environment. In this dissertation, the research is mainly on the water environment human population carrying capacity of 7 counties that lies in the reservoir area and belongs to Chongqing Municipality, based on the principal water environment protection goal and the concepts and methods of human population carrying capacity and Total amount control. The paper fist reviews the notions and researching methods of human population, water environment and total amount control and their present researching situation home and abroad, and presents the achieved research results of human population carrying capacity in Three Gorges Reservoir. Secondly, the paper puts forward some affecting factors on the human population carrying capacity in this area, and concludes the most important factors is water environment after analyzing them and calculating the weights of these factors by the method of AHP. Then in the paper, according to the total amount control principles, the total wastewater-discharging amount (COD and NH3-N) in 2010 of this area is allocated to each county based on the present waste discharging amount (COD and NH3-N), calculated water environment carrying capacity (COD and NH3-N) and the predicted pollution zones, through two methods. After that, the paper predicts the COD and NH3-N loads of industry and per capita in municipal wastewater in 2010 and formulate the relationship between the permitted total discharging amount and water environment carrying capacity. And the human population carrying capacity of water environment of each county is predicted and analyzed on the base of those predicted data the formulations. In last section of this paper, measures and suggestions for enhancing the carrying capacity are offered.
