FuDiHu lies in YiJun county TongChuan city ShannXi province, where water environment has been effected to different extent with the exploitation of scene in recent years. To realize the sustainable development of water environment in FuDiHu, from the point of environ-economics, the paper researches its water environmental value under the different function, also the value loss caused by water pollution.Based on fundamentals of environment ecology, on the view of system, The paper defines the object of water quality protect to the function of FuDiHu, at the same time, ascertains the best project of water quality nutrition prevention and cure that phosphorus charge should be controlled. By the principle of environ-economics, it calculates the value of tourist-recreation on FuDiHu using travel cost method (TCM), expense payment method and contingent valuation method considering its nature, society and the status of valley, which is based on the ancient analysis of water environmental value, loss evaluation in quantity caused by water pollution and their arithmetic. This paper gives the water supply value by the social level of economy and society referring to water market price. Whereas the significance of environmental capacity in establishing the measures of polluted prevention and cure, which solves it's water environmental capacity value citing the benefit-evaluation model.This paper figures out the loss rate and corresponding value of its tourist-recreation, water supply and water environmental capacity in virtue of the model of L.D James according as its local measuring data .The result shows water pollution brings the greateconomics loss. So the paper suggests take the economic ways in its water environmental management, and puts forward the countermeasure and ways in water quality nutrition synthetic prevention and cure, thereby realizing sustainable development of water environment.
