Because of the late start of hazardous wastes management, the unsoundness of administrative organizations, the restriction of invested fund by economy and the lack of processing equipments, the management of hazardous wastes in China cannot satisfy the requirements of administration. How to make full use of limited fund to reduce the harm of hazardous wastes is the problem we should research at present. So, it is necessary to deal various hazardous wastes according to their harm levels and characteristics, manage them after classification. Those hazardous wastes with serious harm should be monitored strictly and managed specially. Therefore, it is urgent for us to control hazardous wastes effectively referring to the advanced management experience of developed countries. The exploratory study on methods to control the top-priority sorts of industrial hazardous wastes is performed in this thesis according the special management principles of "the Environmental Pollution Prevention Act of solid wastes in the People's Republic of China", and the top-priority sorts of industrial hazardous wastes in Beijing is researched preliminarily.The study method in this thesis considers four factors that have many affinities with hazardous wastes, including the generation source number of hazardous wastes, the increase rate of hazardous wastes, the present situation of hazardous wastes' generation quantity and the harm of hazardous wastes to people' health. The generation source number and the present situation of generation quantity of hazardous wastes are analyzed concretely according to investigation and comprehensive analysis. Considering that the generation of industrial hazardous wastes is related with industrial economy structure, the technological level and the developing speed of economy, the study in this thesis makes forecast and estimation by means of the method of the generation quantity of the pollutant per ten thousand yuan after comparing several commonly used solid wastes and introduces two parameters based on the adjustment of the configuration and the development of the technology. In view of the conversion and transference ways of hazardous wastes and the separating out mechanism, several methods that evaluating the harm of hazardous wastes to people are analyzed synthetically based on the method of the comparable risk value to healthy, and the health risk of three ways in which hazardous wastes harm people is analyzed. The three ways are 1) breathing polluted air and absorbing harmful matter, 2) drinking polluted water and absorbing harmful matter, 3) consuming polluted food and absorbing harmful matter. By the comprehensive analysis of the three ways, the health risk value of a certain hazardous waste is obtained.Based on the values of the generation source number of hazardous wastes, the increase rate of hazardous wastes, the present situation of hazardous wastes' generation quantity and the harm of hazardous wastes to people' health. The study lines up the four factors. The smaller is the value, the smaller is the sequence number. Integrating the sequence numbers of four factors of each sort of hazardous waste can educe a value. The Top-priority Sorts of Industrial Hazardous Wastes can be ascertained by comparing all kinds of hazardous wastes, and we can be conscious of the top-priority industries to be controlled. In this thesis, the Beijing city is taken as an example and the top-priority sorts and industries of industrial hazardous wastes is studied. The ten sorts of industrial hazardous of Beijing is determined to be alkali(HW35),wasteful mineral oil(HW08),distillage(HW11),superficial disposed wastes(HW16),wasteful emulsification liquid(HW09), etc.. The top-priority industries are petrochemical industry, ferrous metal refining industry, electronics and communication equipments production industry and traffic equipments production industry.
