Study On The Water Environmental Pollution Improvement In The Centre Town Of Chengdu City

The water is the resource that is important to human being's survival. In recent years, along with acceleration of urbanization process and increase of population, the problem of water environment pollution becomes more and more serious, which has been valued by more and more countries to be a threaten to human being. The countries around the word, especially developed countries are investing much manual labors and capital positively to improve water environment pollution, and try to improve living space of human beings. So the research of prevention water environment form pollution has been a global issue. Being a developing country, China has outstanding water environment pollution problems. Based on the information concerned, the total annual domestic sewage drainage of cities in China has been to 20,400,000,000 m3, and those of industry sewage has been to 19,800,000,000 m3 by the end of last century, which respectively increased 3.8 and 1.5 times comparing to those in 1980. The most of sewage water were draining into rivers, lakes and reservoirs directly without treatment, which seriously polluted 80% of rivers flowing by the cities. It is indicated by the monitor circumstances of the department concerned that the most of rivers flowing by the cities have many outnumber indexes which are harmful to peoples health, and that the water bodies do not meet the demand of the national â…¢ class of water quality criterion. So, the pollution of water environment of China is not only an area problem, but a nationwide problem. How to give consideration to the development of society and environment meanwhile the development of economic construction to make sure of sustainable development, and how to improve the serious pollution of water environment, are an issue that needs a nationwide research.In the view of current pollution situation of rivers, lakes and reservoirs, the Chinese government has published many laws and regulations one after another to urge the local government to improve water environment and has flavored environmental industries by all kinds of national fund. And meanwhile local governments have responded to the national call to carry forward the job of improving water pollution in their own districts. But the pollution improvement arranging around the national environment quality target and sustainable developing strategy, is a complex and arduous systematic engineering and should be implemented combining with the local condition and situation, such as natural environment, natural resource and social-economic developing planning. Because the history of fully, systematically and extensively implementing pollution improvement in our country is not longer, and because the general experience about pollution improvement is deficiency, some local governments paid only attention at the quantity not the quality when implemented pollution improvement, and deviations occurred between working out a reasonable implementation target of the near term and choosing a scientific, economic technical way. So the effect of pollution improvement is affected, at the same time investment benefit is not fully made well.Aiming at the above problems occurred during the improvement of water environment pollution, based on the general analysis of current water environment pollution situation and cause of pollution by the instance of the water environmental pollution improvement in the centre town of Chengdu City, the article puts forward the reasons of water environment pollution of most cities: wastewater collection is insufficient because of delaying of pipe net construction; capability of sewage treatment is inadequate; manage measure is not regular because of management not according to laws and laws not strictly executed; investment channels of pollution implement is unitary.
