With the first water storage of the Three Gorges Reservoir, the water self-purification ability has declined and the water environment capacity will also lower gradually. So, we must adopt some positive countermeasures, or the reservoir pollution will be aggravated. Yulin River is a major secondary stream of Three Gorges Reservoir Area of Chongqing. According to the requirement of "The Prevention Plan of Water Pollution in Three Gorges Reservoir Area and the Upper Areas (2001-2010)", the water environment pollution in Yulin River valley should be controlled in order to protect the water quality of the reservoir.In this research, through pollution load analysis and water quality status appraisal of the Yulin River valley, the following conclusions are reached: The pollution mainly comes from two aspects that are point source pollution with the representative of domestic sewage from towns of the drainage area and area source pollution caused by agriculture area source, soil erosion, etc. If the water pollution in Yulin River valley is not controlled, the water quality of Yulin River will not satisfy the water quality requirement of water environment domain in layout period; through water quality simulation, the water environment capacity of Yulin River valley and pollution load decrement of Yulin River valley in layout period were calculated, moreover, the concept and computing method of water environment capacity value were put forward and were used in water environment management in Yulin River valley; through optimization study on sewage treatment technologies of town sewage plants in the Yulin River valley, the optimized technology for town sewage plants in the Yulin River valley was presented and was compared with the recommended technology in layout; the preventive measures for area source pollution were discussed to some extent; from the angle of system engineering, measures and suggestions for water environment management in Yulin River valley were brought forward.
