Research On WTO And Cleaner Production Strategy Of Small And Medium Enterprises In Chongqing

Small and medium enterprises (SMEs) are the most active elements in society and economy and nation's economic base. It is so not only in the developed countries, but also in the developing countries. They play an important role in economic development, social stability, sufficient employment and technology innovation, especially in the west of China where it is overpopulation and low productivity and labor resources. With China WTO entry and world economy globalization, SMEs have to face some greater challenges including the adjustment of economy system and industrial structure, the change of governmental function, fierce competition with large firms in market and production, growing severe green barriers. Although SME have some particular advantages such as flexible management system, good adaptive abilities, easier decision-making, soft production turn, they have more disadvantages including similar industrial structure, low-level technology and process, obsolete equipment, poor financial performance, serious environmental pollution, low tech-innovation ability. So it is absolutely necessary for SMEs a sustainable and intensive development. Under the circumstances of economy globalization and present situation of SME in Chongqing and nation's west development strategy, this paper studies the development of SMEs and researches into the measures of cleaner production about environment and development and how to fulfill cleaner production by the theories of recycle economy, resources distribution optimization and cleaner production. On the base of investigating SMEs in Chongqing, the paper analyzes the present situation of SMEs and studies the influence and impact of WTO on them, especial green barriers. It presents the view that SMEs take the cleaner production as a weapon against the environmental challenge after WTO entry and establishes a module of hiberarchy grey assessment to promote SME's environmental performance continue improving. It also investigates the barriers and impetus to implementing cleaner production among SMEs in Chongqing. And the paper analyzes the case of hiberarchy grey assessment of a small factory's cleaner production to try to help it make necessary adjustment in the process of cleaner production to meet demands of environmental pollution control and new development modal.Cleaner production, as a new environment strategy, is accepted by all the counties over the world after the UNEP's meeting about environment and development in 1992 as well as acquiring great success. New concept and practice related to promoting system or technology and methodology deepen enrich cleaner production thought and develop new cleaner production tools, which will enrich its theory and direct prctice furthermore.The paper studies the strategy of SMEs cleaner production in Chongqing from theory to prctice to aim to serve as a reference to civil government and SMEs when adjusting their developing stratagem. It has both theoretical and practical value.
