With the development of our country, as the basic raw materials of building, the cement is demanded largely, but its resources, energy sources and environment load is higher. Especially the lower technique manage level, production efficiency and the serious environment pollution of the medium/small-scale cement enterprises, heavily influence the economic sustainable development in our country. According to the requirement of sustainable development tactic, the study about the medium/small-scale cement enterprises cleaner efficiency production is put forward. By analyzing the operating status of the 600t/d cement clinker kiln production line with suspension preheater in Hubei Jinggong enterprise, the main content, objectives and technical route of cleaner effectiveness production technology practice are determined. Firstly, for the weak link of kiln system energy consumption and sewage serious, the corresponding technical measure is taken measure, so that its emissions and power consumption drop significantly and meet the national standards. The cleaner product comes true initially.Secondly, according to the efficiency principle of the high quality, high yield and low consume, the reliable high-tech equipment is chosen to improve production process. At the same time, the optimization using waste in the production of products is carried through. The main study is as following: three clinker ratios are regressively optimized. Using the technology university's "special technology of coal powder measurement control and burning system", the kiln burner system innovates to improve the efficiency of burning and achieve high-yield, low consumption; through the optimization study of fly ash and Coal gangue mixing, discussing of the influence rule between industrial residue and cement quality, the paper makes sure the optimal control parameters; On the basic of fine filter mill technique , through the further optimization of the mill structure, grinding media distribution and technical parameters, the low cycle load grinding technology carries into effect to deal with the cement mill inadequate capacity and the poor adaptability to the original materials; Different process cement enterprises are evaluated by factor analysis and achieve the order of their cleaner effectiveness production level. The results reflect that new dry process cement production levels are better than traditional shaft kiln production and wet process, which tests the feasibility of factor analysis in the cement industry clean effectiveness production evaluation. After the cleaner efficiency production improvement, Hubei Jinggong cement enterprise is over the normal level in similar technology enterprises.The results of cleaner efficiency production projects in Jinggong cement enterprise show that if medium/small-scale cement enterprises want to maintain sustainable development, they must give top priority to environmental effects and also attaches great importance to the enhancement of production efficiency, so that the two organic integration. By eliminating pollution from the source to the end, Positive introduction of reliable advanced technology and key equipment, rational effective using of all types of waste resources to improve product quality reduce production costs, the enterprise achieves economic and environmental coordination.
