PAE is the most important wet strength agent for the production of wet strengthened paper in neutral or alkaline environment, Although it has quit a few merits, it has several shortcomings, such as low solids content and contenting organochlorine et al. With the sanitation standard is more and more strict, the concentration of organochlorine has to be reduced. At abroad a few articles and patents were presented, but most methods which introduced belong to aftertreating ones. Besides increasing new equipments expense, the methods would reduce production and demand strict technology parameters.The organochlorine was detected by mass spectrum firstly,at the same time the analytical method was built. The cause of low solids content and the law of producing organochlorine were analyzed in theory, so as to produce less organochlorine in the new process.So epichlorohydrin and polyamidoamine react at low temperature,as a result the amount of organochlorine was reduced heavily reaching sanitary standard without aftertreating.Factors affecting organochorine content advisable conditions were found through orthogonal experiment.Organochlorine content was less than 0.1% in the PAE solution which was treated by alkanolamine.Organochlorine content was less than 0.1% in the PAE solution produced in the new process combined copolymeration with aftertreating by alkanolamine and the reaction time decrease a half. Controling reacion temperature, PAE solution with solids content between 30% and 56% was Produced.The structure of PAE with high and low solids content was found out by chemical analysis and IR spectrum. Gerneral afertreating process damages the wet strengthening property.It was proved that the new process did not damage it's wet strengthening property by PAE application and wet strength test. The relative wet strength reach 35%.Applying PAE, CMC and APAM in appropriate proportion, the paper wet strength increases obviously.
