Activated sludge process, which consumes the substrates in wastewater by microorganism's metabolism, has been extensively utilized for the secondary treatment of industrial and municipal wastewater. The activated sludge process is a biological one, which has characteristic of complicated mechanism, non-linear and time varying. It is especially essential to predict the results of treatment by simulation. Many researchers recognize the importance of mathematics simulation and there are some integrated software simulating the whole wastewater treatment process aboard.Based on the Activated Sludge Model No.1 and Takacs Settling Velocity Model, an activated sludge process model was constructed with the reactor principle. On the operation system Windows, applying the computer language C++, the simulation programmer was developed and adjusted by COST Simulation Benchmark. At last the programmer was used to simulate the real operation in Wuzhong Wastewater Treatment Plant in Nixia province.The Bioreactor and settling tank are important element of activated sludge process. So it is important to construct the react model and settling model. In this paper, combining the two models organically, then choosing correct algorithm and compiling computer programmer to gain the parameters of the process.According to partition of constitutes which came into the water in themodel, the test method was criterion. The method mentioned above was used to test the water quality of Wuzhong Wastewater Treatment Plant. The elementary simulation process of Wuzhong Wastewater Treatment Plant was confirmed, and the steady state and the unsteady state's simulation analysis was made. The water quality which went out of the plant under the conation of water quality fluctuation which came into the plant, and the average error between the simulation result and actual test result was less than ten percents; The control strategy of the activated sludge circumfluence percent and the mixture liquid circumfluence percent was made according to the idiographic instance of Wuzhong Wastewater Treatment Plant, the result was beneficial to production and management of Wuzhong Wastewater Treatment Plant.
