Bosten lake in Xinjiang, located in arid northwest in China, has multi-fuction of adjusting water resource, irrigating farmland, suppling water for industry and city, so the general index system should be established and water environment carrying capacity is just so. Nowadays Bosten lake faces a lot of serious problems: water area shrink, eutrophication aggravates , organic pollution exasperate etc, For protecting and improving ecological environment of Bosten lake , alleviating the exasperate trend of Tarim River,the concept of water environment carrying capacity (simplified as WECC) of Bosten Lake is put forward, based on it, the problem on water transfer optimize is studied deeply. It has important significance for making reasonable economy development strategy, protecting the lake area from shrinking, preventing eutrophication, protecting lakeshore wetland and habitat of wild animals and developing perfect ecological effect of lake.,In this paper the author combines the WECC of Bosten lake with the ecological and environment water, the water environment capacity, the ecological effect of hydrophyte, builds some theory system of WECC of lake; Started from the carrying media of WECC (water resources quantity and water quality), builds the index system of WECC of Bosten lake by means of the carrying object(such as population, pollutants, human activities etc); Through system dynamics builds the WECC model of combining resources,water environment, society, economy and population,, society, economy andpopulation and combined with transfer, study Water transfer optimize andwater environment carrying capacity, which has some theoreticalsignificance and realistic value。 The main achievements obtained asfollows:(1)Builds the WECC system dynamics model of Bosten lake, consideringcomprehensively many factors including economic development, populationgrowth , environmental capacity of pollutant , the ecological andenvironmental water, the ecological effect of reeds, the control measuresof water pollution and the protect plan of water environment.(2) Analyses the critical effect factors of WECC and water transferoptimize, builds the index system of WECC of Bosten lake, including 6subsystems of industry, agriculture, population, water resources, waterecology, water pollution altogether 12 indexes, decides the weight of eachindex and subsystem by the method AHPo(3)Simulating different policies. The setup and simulation of systemdynamics model of WECC can quantify the control measure of waterenvironment protection, which has theoretical significance for improvingthe ecological environment。...
