Preliminary Exploration On China Environmental Diplomacy

In recent years, some problems of global environment, population and resources have being become more acute. Contrary to the traditional "advanced politics" of stress on "military security", the new "low-grade politics" on economy, society, and environmental security is enhancing. Thus the comprehensive and solid securities are formed. Environmental security is one of the most important sections. The globalization of environmental problems is influencing the international political relationship,In order to solve the global environmental problems, all the countries strengthen the communication and cooperation in the international environment, and broadly develop the environmental diplomacy. The background of environmental diplomacy is the development of economic globalization, the transformation of time theme, and globally ecological consciousness. The main content of environmental diplomacy is to regulate the international environmental relations. It disposes global environmental problems, institutes international rules and solves international dissensions, so as to enhance international environmental communication and cooperation through peaceful means. China environmental diplomacy started at Stockholm Human Environmental Meeting in 1972, and then developed rapidly in 1990's. With the enhancement of Chinese politics and economy, Chinese diplomacy is more and more comprehensive and mature. Therefore it's significant to explore the theory and practice of China environmental diplomacy.The article is composed of three parts, In part one, based on the simple introduction of concept and the connotation, it analyzes the background and present situation of China environmental diplomacy; In part two, the essay explores the significance of China environmental diplomacy attached to environmental security, socialistically harmonious society and Chinese diplomacy image, and points out that environmental diplomacy is the critical approach in realization of Chinese environmental security, the necessary request of socialistic harmonious society and an important method to establish excellent international image, In part three, from two aspects of civil and abroad, the article brings forwards the important tasks that China environmental diplomacy must be face with. The prerequisite is to solve civil environmental problems in domestic policy. While in external policy: on the one hand we should consider the situation, and adopt different diplomatic strategies aiming at different countries; on the other hand, we should impulse to establish new global pattern of environmental administration, resist environmental colonialism, dispose the relationship between the southern and northern countries, and play an important role in environmental diplomacy.
