In metallurgical industry ,enormous material resources and energy are consumed, a great number of solid waste are produced at the same time. Slag is the main solid waste of metallurgical industry. Although a series of ways of slag utilization have been developed, the utilization is inefficient in general. Exploring new technology of comprehensive utilization in accordance with the ideas of green metallurgy and ecological industry, is of great theoretical importance and applied value.The paper mainly focused on the comprehensive utilization. Combined with the devolpment of steel industry and situation of slag output and based on relevant materials on comprehensive utilization of metallurgical slag at home and abroad,the paper summarized the research results that have been already gained to calculate the phosphorus and sulphur partition by some metallurgical works. Some formulas that fit to analyse desulphurization and dephosphorization of slags in converter steelmaking and LF refining process.These formulas can be fairly applied to analyse and evaluate the metallurgical properties of the slags. Based on practical data from steelmaking process, the potential value of slag reutilization be studied. The results showed that there is a great difference between the practical results and theoretical results of the phosphorus and sulphur partition, and that means the slags still have great potential of desulphurization and dephosphorization. The slags can be theortically return for recycling use in steelmaking process.Based on aforementioned studies, a new concept of metallurgy slag step-recycling use is put forward, the concrete ways and correlative process designing is discussed, some potential questions of projects is analysed from the view of engineering. In addition paper takes the process in Taiyuan Iron & Steel Co.Ltd as a typical process,and relevant calculating based on metallurgical slag step-recycling use. It's attained that 100% reutilization of converter decarbonrizing slag and reducible refining slag is completely possible when hot metalpretreatment is adopted.The effect of economy and environmental protection is extremely notable.The results of this study can be applied to integrated iron and steel company and can also provides reference for arc furnace steelmaking process.
