On The Environmental Security

Human development is based on human activities, with the environment problems being made. The environment problem is not only the matters to the natural ecosystem, but also the threat to the security of the ecological environment on which we human rely. The bringing forward of the environment security and series of important environment activities with many documentaries being published make it pursuant and valuable to study that task. At the same time many problems should be researched, because this task is a new one involving lots of matters and it's on the phase of exploration. The paper is one of those researches.The paper is divided into five parts. In the first part introduction the background of this task, the research headway in and out of China, and the signification of this text are mainly expatiated on. In the second part the relative theories and research methods are mainly focused on. The third part is a case of study. In the case of Jianghan Plain, regional environment security is studied, and the comprehensive value of the regional environment security (EESCI) is 55.79, belonging to the third grade. Its environment security state is up the middling. Part Four is on the countermeasures. Eight sustainable countermeasures are put forward. The main content and the emphases of this paper are summarized, and the innovation and shortcoming of this research are analyzed in the final part.Part Two is the key part and base for the research. In this part, the concept of environment security is introduced, and its connotation and characteristic are analyzed. The factors that affect the environment security are analyzed comprehensively and the spring mechanism for the environment security is analyzed in four aspects. The keystone of the paper is the theories research on the environment security assessment. In the part of emphases, the core is the indicator system of the environment security assessment. The assessment indicators should be chosen first, then an assessment indicator system with four administrative levels isset up, using the model of Pressure-State-Response. In this paper, the innovation is choosing the environment security assessment indicators and the classification research on the assessment indicators, because such classification criteria cannot be based on the firsthand reference. The weighting is set up by the Delphi method. The assessment indicator system, the assessment indicator classification system, and weighting system having been set up, the regional environment security can be evaluated comprehensively by the comprehensive assessment index.
