Urban and rural are closely related to the two components of society. The relationship between urban and rural areas is the development of social productive forces and social labor division, since the city is generated, the relationship between urban and rural areas is the attendant. Ecological environment of urban and rural areas is a basic space for human subsistence and development. Its security is connected with the regional economy and social sustainable development. The danger of environmental retrogression is kept on guard highly in China. Therefore, the ecological security is becoming a hot problem needed to be solved urgently in academic and practical levels.In this dissertation, the current situation of ecological environment of research area was analyzed by collecting the statistic datum. Then, the main problems that impact the sustainable development were found out. Based on the preliminary analysis of current situation of ecological environment, we obtained the academic basis and background support to build the ecological security assessment system.The paper has discussed the concept of ecological security and has an analysis of the appraisal of ecological security in domestic and abroad firstly. Then it analyzes the feature of urban and rural areas ecological security. Based on the "Pressure-State-Response" frame model, through pressure and quality, protect and renovate of resource-environment to build the ecological security evaluative indexes system. And calculates the result of the proportion of every index with entropy weight method, and this article has adopted "safe index method" to standardize the indices’values, synthesized the single index, and evaluated the general security value.In order to evaluate the hierarchy of ecological security degree, we classified the results into five levels, which included severe dangerous(0-30), dangerous(30-50), pre-alarm(50-70), sub-secure(70-90) and secure respectively(90-100).Use the evaluation result to evaluate the ecological security. The potential ecological insecurity factors were identified and the degree of urban ecological security was analyzed from1999to2009in Changsha, Hunan Province, China. This assessment indicates the trend of the ecological security in Changsha has improved from less security(43.6) to safety state(61.4) between1999and2009. During this period, the dominant factor is the response of humanistic environment, which is constantly improved. There are10sensitive factors of ecology security system be selected. Then the application of GM (1,1) forecast model and scenario analysis method research of regional ecological security development trends, combined with GIS method on urban and rural area development put forward a control strategy.In this paper, an assessment index system can be used in forward ecological security assessment. Based on the analysis of the ecological environment problem, combining with the assessment results of ecological security, some constructive countermeasures to protect eco-environment and improve development for each ecological function region specifically were put forward.
