Traditional entironmental management system which core is concentration Control is behindhand, total amount control of water pollution is starved for controlling water pollution. At the present time, Mianyang is very short of study and entironmental management means concerning total amount control of water pollution.According to the fact of Mianyang's entironmental management, consulting information and data of correlative departments, the paper appraises pollutants by using same standard pollution burthen process, appraises water quality by using single fact estimate process to find the exceeding criterion total amount control fact; then appraises source of pollution to find programming object; and then by analysing condition in point of all kinds calculating matrices, choses one to calculate water environment capacity; finally under consulting expert, concerning entironment, economy, population, society etc, total amount control scheme of Anchang River is determined by using the Analytic Hierarchy Process(AHP).
