Water resources quality is a key problem which affects the sustainabledevelopment of society - economy. Lasa city------the capital city of Tibet,present environment is passable as a whole. But with the development of industry, agriculture, communication, energy sources and increase of population it's water resources quality is in the processing of rapid change. We can see the tendency of water resources quality is becoming worse and worse, some river sections that flow through the city often exceed the standard of water environment, which endangered the development of society and economy and people's live of Lasa city.In this paper, based on evaluating the nature situation, current water quality and surveying major pollution resources, dividing water environment function zone, the author definites the total amount control zone, parameter and object. According to the hydraulic characters of the river, water model is determined, furthermore, the ration relation between pollution source and environment quality is presented based on one-coordinate and two-coordinates water spread model. Taking the water quality requirement and without discounting the total abatement into account, the author distribute the total pollution abatement to pollution sources according to the result of total amount control optimum distribution model. Applying above-mentioned results, a zone water quality total amount control plan is conducted and a series of methods are suggested which are helpful to reach the goal.
