On the base of calculating water capacity of pollutants and predicting the pollutants amount, the paper discusses the relationships among population growth, economy development and water environment protection and presents a way to control the urban water pollution from the macroscopic view. The methods and measures of total amount control not only support a scientific base for Wenri Basin but also can be used for reference in other regions.
