| In this paper, the crystal of 13-nuclear Al was synthesized by electrosynthesis and the diagram of AlCl3—Al2O3—H2O at 25 ℃ was obtained with method of wet dregs. Under the guide of diagram theory, the experiment achieve fully control of the synthesized process of Alu, the yield rate has achieved 99%. Chemical formula of Al13 is identified by methods of Chemistry analysis, XRD,TGA, 27Al NMR spectroscopy, IR, measuring surface area after insert it into Montmorillonite layers by dry process. The results show it's chemical formula is 5 AlCl3 ·8Al(OH)3·37.5H2O (following abbreviated as Al13Cl15), and deduce the structure of it's cation is [Al13(OH)24(H2O)24]15+, which is composed of thirteen aluminum oxygen octahedron through sharing the edge forming three parallel hexacyclic ring and has fissile structure, this structure support "hexameric ring model".The basicity of Al13 polymer is 62.46%, total aluminum content (calculated in Al2O3) is 32.35%, and find its index has come to the standard of premium grads. The solution of the crystal Al13 is studied by using Al-Ferron time complex colorimetric method, and find the content of Alb is up to 71.23%. The results showed that the flocculation of Al13 is better than the Polymerize Aluminum Chloride(PAC) in the market, through treating the kaolin simulated suspending liquid and the Yellow River Water, and the water after flocculated reach the request of nation standard GB5749-85 . Furthe more, find that the content of Alb is higher the flocculation is better and this viewpoint is coincident with the widespreadly believed point of Alb is the key floccular component. Study Al13 on Coke-Water treatment showed that Al13 have satisfactory flocculate effect. Three kinds of crystal PAC contain [SO4]2- have been obtained, through Index found these have never been reported formerly.
