Changchun lies in the key area of Jilin and the Northeast economic zone.It is the politics, economy, science and education, cultural activity center ofthe whole province. As social economy develops rapidly, urban populationincreases, urban construction develops, all increase with the emission of theindustrial waste gas, waste water and waste solid matters, sanitary sewageand wastes, which make the water environment of Changchun polluted, andcause the pollution of surface water and shallow groundwater, south lakewater yield reducing year by year, water quality dropping, and urban area ofYitong river drying up. Water environment has already evolved unfavorable tomankind producing and life demanding. At present urban water pollutioncomprehensive administration planning, water system planning have alreadybeen launched, including the river system pollution control of surface water,recharge to river system, transformation of the drainage pipeline networks,the treatment of filtration liquid of the garbage disposal field etc.Correspondingly the protection research of the groundwater environment islaunched, too. This text takes groundwater environmental protection andmanagement as the core, promotes the research of sustainable utilization ofwater resource and water environment, and realizes the systematization andinformation of the urban groundwater environmental protection andmanagement.At first we evaluate the underground water by pollution comprehensiveindex, and the water quality on the basis of pollution damage index of GeneticAlgorithm optimize index. From the evaluation result we can find out that thegood district of the shallow groundwater quality of Changchun urbanaccounts for 69%, and the good district of water quality of the deepgroundwater accounts for 98% of the studying area, which proves the deepgroundwater quality is better, and the shallow groundwater is polluted greatly.We synthesize various kinds of factor to divide groundwater into develop andutilize and ecological environmental protection function districts based on theevaluated results. The deep water is used in such trades expecting much towater quality as the life, industry, etc., relying mainly on fetching water for along time. The shallow groundwater is mainly used in such low requiringtrades as agriculture, greening, car washing, building, landscape amusement,environment recharge, etc., relying mainly on fetching water in a short time. 3We should pump water strictly according to the function districts, protect thegroundwater environment that is divided into three rank protection areas, andmake the administration measures separately. We divide the protection zone of the deep water according to "Regulationto Management of Pollution Prevention and Control of Drinking WaterProtection Zone ". First we simulate the urban groundwater in Changchunwith VisualModflow numerically, and set up groundwater flow field. Secondwe regard the central point of the funnel as the initial position of, utilize theopposite tracing function of the Modpath to confirm water particle positionsaccording to 60d, 10a,and join particle positions to form groundwaterintercepting and capturing area, which is used to divide the first and secondprotection zones, the funnel border as the third protection zone border. Thedivision of the protection zones of groundwater offers the basis for protectionof the groundwater environment and improves the operability of protectionand management. Secondly we evaluate the vulnerability of deep groundwater with theneedle Mutation Model, and divide the deep water into14 evaluation areasbasing on aquifer overlying strata thickness, aquifer thickness, aquiferhydraulic conductivity, etc. We calculate the comprehensive value of twomain control variables of the human factor and natural factor through theprincipal components analysis of spss12; divide vulnerabilities according tothe mutation districts. The result shows that the vulnerability of the impact onartificial activities of deep groundwater is relatively low, which is unanimouswith the result with Visual Modflow carrying on three-dimensional simulationto predict the urban groundwater in Changchun. This method has settled thevulnerability evaluation problem of semi-confined water. Once more we set up the real-time monitoring system of groundwaterenvironment, which has the functions of monitoring automatically,transmitting the data automatically, turning on the water pump automatically,reorganization, evaluating water quality, etc. Water administration authoritiescan not only grasp real-time water yield and real-time water quality, waterlevel through it, but also grasp their successive historical record, whichbecome the reliable basis of protection and management.
