Research On Supervision Of Afforestation Project During Freeway Construction Phase

In our country, the rapid development of freeway construction promotes national economy greatly, while it brings a lot of environmental problems: great quantities of engineering constructions destroy original landforms, and make vegetative recovery difficult, damages to vegetation aggravate the soil and water loss; waste gas and noise contaminate environment, etc. Freeway afforestation is an effective means to reduce soil and water loss, protect environment, realize sustainable development. By introducing international project management system into afforestation project, afforestation project supervision is an open, socializational and professional management method. Based on the afforestation case of Xiao-Xiang freeway construction in Hubei Provine, the thesis researches on supervison procedure supervision pints and forms, and aims to produce supervision specifications of freeway afforestation projet for being suitable for our country.Corresponding to construction process, afforestation supervison contains three phases: preparation phase, construction phase, as well as handling over and defective obligation phase. Supervision contents include quality supervision, pace supervision and expense supervision. The division of section and units is defined according to freeway afforestation characteristic and relevant specifications published by Ministry of Communications. A piece of section is l~3km, and five uints are midian divider, roadsides interchange area, maintenance and service area and spoil grounds and earth cutting sites.In preparation phase, the research includes general contents and examination priority points that concern afforestation design, nursery stocks, afforestation techniques.Freeway afforestation is classified into four types: seeding, soding, planting arbors, shrubs and liana, as well as combination of planting and engineering protecting. In construction phase, the research concerns 17 kinds of afforestation methods, that are used in practice generally, and details their technological processes, supervison priority points and forms. Based on these, quality assessment criteria are put forward. Pace supervision research includes procedure, content, afforestation delay's reasons and rebuilding, and supervision forms. Expense supervision includs measurement and payment, and in this part, it focuses on peculiarities of afforestation project.In handling over and defective obligation phase, the research includes supervisioncontents, acceptance and check forms, and how to difine the period in length of defective obligation, and so on.Quality flaw and accident are inevitable, and the thesis makes simple research on them.Check and acceptance to freeway afforestation project are an important part of freeway afforestation quality supervision. In our country, nowadays, a standardized acceptance method to freeway afforestation project has not been regulated, and the current operative means used in practice are not scientific in generally. Study is made on freeway acceptance method, using the concepts of whole group sampling and systematic sampling based on the afforestation acceptance case in ninth contracted stretch of Xiao-Xiang freeway in Hubei Provine. On the basis of theoretical demonstation, the thesis puts forward a practical and scientific acceptance method for supervision.
