Since the implementation of the project quality supervision system in China,the construction law of the People’s Republic of China,the regulations on quality control of construction projects,and the guidelines for supervision of project quality have been promulgated and implemented.Now,the quality supervision organizations have covered the three levels of province,city and county,as well as coal,nuclear industry,electric power,petrochemical industry,water conservancy,railway,transportation and other industries.Basically,form a quality assurance system of "enterprise responsibility,government supervision and social supervision".The quality of construction projects is under overall control.However,due to the imperfection of laws and regulations,inadequate implementation of responsibilities of participating units and imperfect supervision mechanism,cause engineering quality accidents from time to time.Engineering quality supervision is an important link in the process of project implementation,it is of great significance to strengthen engineering quality supervision.Although C group corporation is a large state-owned petroleum and petrochemical enterprise,its engineering quality supervision information level is still in a relatively backward stage.Due to the lack of the corresponding information system,it has brought many difficulties to the quality supervision work,such as slow information transmission,low supervision efficiency,no obvious supervision effect and inconsistent inspection standards.In this situation,it is an inevitable trend to improve the project quality supervision mode and develop the quality supervision system.Guided by Quality Risk Management theory and Business Process Reengineering,this paper attempts to combine information technology with quality supervision by using the research methods of system analysis,literature research,comparative analysis and 5W2H analysis.Through the development of quality supervision software,we can realize the sharing of quality supervision data,promote the linkage of all units,strengthen vertical management,and improve the level of management standardization and process.Firstly,through the investigation of the engineering quality supervision system in the petrochemical industry,the application status of the system is analyzed in detail,in order to provide reference for the development of software.Secondly,through consulting laws,regulations and quality supervision system of C group company,and conducting on-site interviews with leaders of supervision organizations,supervision engineers and employees of affiliated units.To summarize the quality supervision workflow and problems,optimize and improve the business process.Thirdly,on the basis of process optimization,software demand analysis is carried out from aspects of supervision process,statistical analysis,standard specification and mobile application.Finally,through software development,to promote the mandatory control of the supervision process,to achieve the visualization of the key process.There are two innovations in this paper.First,optimize the quality supervision process of C group company.By analyzing the current quality supervision work of C group,we can understand the existing problems,and then optimize the business process.Through software development to solidify the supervision process,the preliminary realization of workflow standardization.Second,create a dedicated template for quality supervision.Through the quality risk management theory,the important control points of the project are analyzed in detail,and the check points of different risk levels are divided.According to the standard specification,the special template is edited for each check point,and the check template is solidified by information technology,so as to realize the standardization and standardization of quality supervision.
