This article studies the characteristics of the environmental impact assessment(EIA) approaches for the world bank loans supported infrastructure projects based on the real EIA experience from a road network development program in city MY. With care on not only the interests between World Bank and Chinese codes but also the characteristic of this program itself, some relatively more applicable approaches were introduced into this EIA. The special concerns of the methodology and principles for this kind of EIA was discussed, which would be a useful reference for similar EIA with same backgrounds and further more be a guide for the execution of the similar projects in China.The importance of the EIA was demonstrated through the view of the externalities and the view of the social-economic effects. A review of the EIA's existing status and developments in China and abroad was set forth in this article. Comments of the exiting problems in EIA activities in China were summaries in article as well.With the clear understanding of this program, the social environmental benchmarks and the development master plans in its affected areas, the principles, procedures, classes and the scopes were defined respectively for this EIA. With respects to the actual situations in China, some practical deterministic methods and indexes was applied in this "EIA of the roadnetwork development project in city MY" . A semi-quantitative analysis was conducted to elevate the identified impacts t and their lumped social-environmental effects. To clearly distinguish the social-environmental effects of this project, the environmental impacts and the social impacts were discussed separately in two chapters. For the environmental impacts, some well defined quantitative tools were applied while for the social impacts, qualitative analysis was conducted. Based on the impacts analysis, protective solutions addressing those social environmental impacts were suggested correspondingly. As a requirement of the World Bank and Chinese code, the result of the economic profit and loss analysis and sensitive analysis against the year were stated. Useful suggestions made on these analyses are tabled as guidance to the environmental management system of this project and also as part of the risk identification for the execution of the project. The problems encountered in the each step of the assessments were also summarized at the end of each section.The difference between the World Bank' s requirements on EIA and the actual activities in China was further compared. The difficulties and concerned problems for this kind of EIA was concluded. Comparison on the methods, extents of the information declaration and community participation issues were also studied in this article. Improvement space in this kind of governmental projects was discussed with some applicable comments.Some unsolved problems out of this article was also listed at the end of the article.
