To adapt the requirements of function change of main water administrative departments and meet the demands of sustainable social economic development of Liaoning Province, water functional regionalization is a fundamental and essential research for planning of water resource protection.Based on the investigation and analysis of the situation of water resource development and utilization, the water resource quality was assessed quantitatively, and the balance of water resource supply and demand and the corresponding water functions were analyzed. The water functions of main rivers and tributaries, reservoirs of different scales in Liaoning Province were regionalized using two stage system in watershed scale, considering both water quality and quantity. And the corresponding water quality targets were determined. According to the theory of water carrying capacity and total mass control, the results of water functional regionalization were validated.In this paper, water functional regionalization was performed for 296 rivers and 214 reservoirs in Liaoning Province. In total, 408 first grade zones and 560 second grade zones were divided. Among the first grade zones, 83 are protection zones, and the water quality target is Class II or Class I in Environment Quality Standards for Surface Water (GB3838-2002); 32 are buffer zones, and the water quality target at end section is the same as that of the next functional zone; 293 are development and utilization zones. Among the second grade zones, 202 are drinking water head zones, 27 are industrial water zones, 224 are agricultural water zones, 38 are fishery water zones, 7 are scenery and entertainment water zones, and the corresponding water quality target are Class II, Class IV, Class V, Class III, Class III, respectively. Besides, 32 are wastewater discharge zones; 30 are transition zones, and the water quality target is the same as that of the next functional zone.Using GIS technique, basic data of water functional regionalization and visualization were combined precisely, which provides basis for informatization of water resource protection and water environment management in Liaoning Province.
