In order to deepen the implementation of national scientific and technological innovation-driven development strategy, speed up the construction of ecological civilization and improve the quality of ecological environment, the study of water ecofunctional regionalization is continuing to promote the implementation,so the watershed water environment monitoring and management measures also need to follow. The area of Songhua River basin is large, across three provinces and import in the China-Russian boundary river—Heilongjiang, along the river, including agriculture, industry, nature protection and other functional requirements, the data of this area is large,so the research is significance and representative. In this paper, based on the current research on the water eco-functional regionalization and the important stage of the water quality of the Songhua River transfer from bad to good, the water environment assessment based on the water eco-functional regionalization was carried out, which provides a basis for watershed management strategy formation and pollution tracking simulation. In this paper,we compared a variety of objective and subjective weighting methods, think that the entropy method of objective weighting method is suitable for the evaluation of water in the study area. After the adjustment and arrangement of the millions of monitoring data of Songhua river in the year of 2011-2015,the entropy weight method was used to calculate the weight of 9 evaluation factors of 69 monitoring sections, and the water quality assessment of 5 water eco-functional regionalization was carried out.The evaluation result show that the functional areas with high water quality requirements for maintaining biodiversity are in good health, while those for urban support functional areas are slightly polluted. This also fit in the basic requirements and laws of aquatic ecological function regionalization. After comparing with the traditional evaluation results, the rationality of the evaluation method is verified, and the entropy method can be easily calculated by MATLAB.Based on the evaluation of physical and chemical indexes based on entropy weight method and the existing zoning studies, the fourth-level water eco-functional regionalization are studied.Taking the Songhua River Basin as the research object, this paper studies the method of partitioning, and determines the fourth-level water ecofunctional regionalization method of Songhua River Basin based on comprehensive evaluation. On the basis of GIS,the spatial interpolation method is used to form the basic research unit centered on the monitoring section, and the zoning standard is formed according to the relevant standard and the actual situation of the Songhua River basin. Finally, according to the comprehensive evaluation result on the monitoring section, the Songhua River Basin is divided into five fourth-level of water ecological function regionalization based on the zoning standard. In the evaluation model construction, based on the ORACLE 10 g relational database, using the.net framework,C # integrated development language, developed a basin water environment assessment model based on the water eco-functional regionalization. The model consists three layer including data layer, support layer, application layer, and three basic functional modules: comprehensive evaluation, information tracking and system management. The model provides a quick and convenient comprehensive evaluation of basin water environment based on water eco-functional regionalization, and the auxiliary function of tracking and visualization of monitoring and evaluation.
