Since the reform and open policy, the economy of Xianyang has had a very big development, but actually causes the serious pollution to the Weihe River basin. This not only affected the overall image of Xianyang, but also restricted the economical development. Therefore the application of water environment information management system, for the scientific organization of pollutant withdrawal, the coordination of government each link, and the low cost management river course was highly effective and especially importantly.Through investigating the river system structure , pollution and the present management situation of the Weihe River Xianyang section, this research promulgates question and the urgent technical need of water environment management, determines the environment management method of the Weihe River Xianyang section and the water environment information management system; Establish the water environmental capacity model of Weihe River Xianyang section, and through the division of the water function, the degeneration of coefficient K value and the determination of hydrology condition, calculate the water environmental capacity (COD monitor index) of the Weihe River Xianyang section; Carried on the economic evaluation to the Weihe River Xianyang section using the TCM, we obtained the landscape economic value is 75.17 Yuan/each time tours of the Weihe River Xianyang section.
