The Xinshui River Valley is situated at the knap and donga area in the west of Shanxi province. It has a friable ecological environment and a severe conflict between economic development and ecological environment. With the methods of RS and GIS, the author presents a comprehensive study on its land use and land cover change (LUCC) in order to restore and repair the ecological environment. As a result, it can provide the government with reliable and accurate land use change situation, which can guide people to exploit natural resources reasonably, realizing land sustainable use and society sustainable development furthermore.Using LandSat-ETM+ multispectral image in 2000 and CBERS multispectral image in 2005, associated with topographic map (Scale: 1/100000) and land use map, according to "resource and environment database in China" established by China Science Academy, the land is classified into 5 types: cultivated land, woodland, grassland, water area, town.Firstly, the land use pre-classification map is obtained on the platform of Erdas Imagine 8.5. The procedures are as follows: geometrically correct and merge the image data of the two-temporal; establish the interpreter symbol through the field survey knowledge; and classify with the chosen training sample in the end. Secondly, the land use classification vector map is acquired and the database of land use in 2000 and 2005 is established using the platform of ArcGIS.
