As environmental item and One of the important basic construction of city'facilities, municipal sewage factories have obvious social, economical and environmental benefit. But as engineering item, the research of scale and technology is very few. The founding, running and management of municipal sewage factories need a lot of funds, so it is very difficult for uptight area to work it. According to the investigated date of municipal sewage treatment factories in XinJiang.This paper using Date Envelopment Analysis method, adopting C2R model to evaluate the efficiency of municipal sewage treatment factories based on the particularity of XinJiang, and giving reference to monitor the whole Xinjiang urban sewage treatment plant dynamically, then discussing factors which impact on the validity of scale and technology of it. On the basis of the input redundancy rate and the output insufficient rate, I establish the method of coefficient of regulation and control. Make a date support for adjusting non- effective decision unit to effective decision unit. The sewage treatment plants can be divided into two kinds. One is with one-factor that cause invalid efficiency of scale and technology, the other is with multi-factors that cause invalid efficiency of scale and technology.All of this will give some reference for plant's founding, running and management in uptight area.
