Considering the feature that city construction and development of Fuxin city is focus on unreusable resource---coal and the fact that many coal enterprises big or small are still running, the article takes the atmosphere in the living district of Fuxin city as the study object. The article evaluated its quality and analyzes its influence on the health of the inhabitants.First, the article make use of Gray-Association Theory to analyze the feature of the pollutant's influence on subjective evaluation of the persons in the living district and worked out the Gray-Association degree between pollution level, unacceptable degree of air quality and bad symptoms of the persons in the living district. And at the same time, disclosed the relationship between them. To reflect the natural state of the air quality in living district, we have the parameter of the traditional definite model cineration processed, introducing ash-construction, ash parameter and ash variable, and acquire the present realization of the laws of air quality system in living district and the ash model with cineration. In the article, the theory also offers the basis for the evaluation, forecast and control of air quality the improvement of the environment. At last, the article analyze the application of grayness clustering in evaluation parameter predigestion of air quality in the living district.On the other hand, the article introduced the types of pollutants, sources and the harms on human body and also analyzed the present pollution sources in the living district in Fuxin city and the course of pollution study. It illustrated the definition, development and connotation of health risk evaluation. Relevant persons also investigated the density of SO2,PM10,TSP,NOx,Pb,CO2,CO, and also made questionnaires on the daily activity time distribution of all age group (incl: old-aged, adult premature and before-school children. Explosion evaluation result showed that the daily average density difference of all age groups is not obvious. But when considering weight, the premature get the most daily average explosion of PM10, SO2,NOxå’ŒCO, the before-school children second. Pollutant have more influence on premature and before-school children than on the adults.On the basis of explosion evaluation, the relevant persons have health risk evaluation on respiration system disease and unrespiation system disease. The result showed that in the living district of Fuxin city the risk of respiration system disease is generally in a low level, the main risk comes from PM10 and the amount of SO2 floating dust, suspending granule and nitrixyenization objects which lead to unrespiation system disease in all aged groups is not beyond the safe level .Altogether there are 19 cases with respiration system disease caused by SO2 floating dust, suspending granule and nitrixyenization objects, which occupies 15% new-produced respiration system disease every year in Fuxin City.
