Study On Behavior Decision Error Accidents And Prevention Control Countermeasure

This paper aims at the situation that the heavy accidents happen frequently in the present colliery , basis on the actual situation of our country colliery enterprises' production, through defining the concept of behavior decision error accident, from the system safety angle, in view of the colliery enterprise operating personnel's individual behavior decision error and the group behavior decision error as well as the administrative behavior decision error, through to analyze the statistics of accident cause factors, the decision error accident occurrence reasons and rules, according to the accident p process, divided into the coal mine behavior decision error accident three stages and establish the accident model. And use the formula to quantitatively express the model, provides the quantitative basis for the behavior decision error accidents analysis. In order to exhaustively understanding each kind of reason in colliery behavior decision error accidents, this paper further studies how to identify and warn these error factors in production system, proposed behavior decision error identification and warning system for this. Finally through studying all kinds of each possibly influence to the operator behavior decision error in colliery production, from the occupational safety suiting inspection, the safety motivation system, the group behavior control, the safety education and the training system, safety cultural construction and so on to establish a colliery coal enterprise safety control system. This paper proposed the behavior decision error accident concept, the classifiable method, the identification and warning system, as well as the safety management control countermeasure and so on to eliminate the colliery enterprise accidents factors which the unclear classification not to be able to truly understand and control, provided the theory instruction for our country colliery enterprise's safety in production, provided the safety control strategy for the supervising and management department.
