With the spirit of the18th National Congress of the Communist Party of Chinaand strengthening enterprises safety production infrastructure,a simple practical andfunctional management system closely combined with coal mine safety productionfeatures is established by means of safe production technology, management methods,and information electronic technology. It can be widely used in coal mine safetymanagement in China, enhancing cooperative management effectiveness.This research is carried out towards system research, software platform,hardware support and website construction, and formats a coal mine infrastructureplatform on safety production of four statuses and one system as a general, whichis:(1)Building the element integrated subsystem with the comprehensive analysis ofthe elements of coal mine safety production infrastructure, and the connotation andextension defining of coal mine safety production infrastructure; constructing theevaluation subsystem of elements by means of taking the coal mine safety productioninfrastructure as the starting point, and reflecting the elements by index based on theprinciple of universal applicability; forming a factor response subsystem by puttingforward strengthen measures respectively and integrating them.(2) Establishing amathematical model of coal mine safety production index and coal mine safety creditrating based on the theoretical model of element hierarchy of coal mine safetyproduction infrastructure; evaluating the essential elements and making early warningaccording to coal mine safety production index, in order to issue the coal mine safetycredit rating.(3) Opening the coal mine infrastructure platform on safety production(http://esip.safetyidea.cn/), which is available for free to coal mines after initialization;inputting and initializing the operation data and calculating the safety credit rating byPC; collecting and update data to the WEB server by APP.(4) Planning and releasingthe website of Point to the danger (http://www.safetyidea.cn/) to coordinate theplatform promotion.The results are all innovative in system management, quantitative descriptionand platform research&development, which is:(1) Drawing out the core elements ofcoal mine safety production infrastructure based on the analytic hierarchy, and thenputting forward the management idea and plan of Seizing the three elements toachieve three of the three ability;(2) Constructing and simplifying the mathematicalmodel of coal mine safety production infrastructure, and then describing coal minesafety production status internally and externally based on safety production indexand safety credit rating;(3)Boosting the application and popularization of the resultswith the cooperation of the platforms of software, hardware and public.
