In the face of the new challenge coming from the new economy patten, the environmental managing section made the timely decision. The management was changed from "concentration control" to "total mass control" combining with the "concentration control".The article made a comprehensive survey on the water environment of the Hi-technology area. The investigation indicated that every river in the Hi-techonlogy area had been polluted badly except the Mo Di river. Further more, the pollution would become more and more heavily along with the development of the Hi-techonlogy area economy.The main pollution of the Hi-techonlogy area were from industry town country and city pathway flow. The research displayed that the main pollutants of apiece controlling unit were rooted in town and country pollution source. The 95.86% CODCr and 95.21% NH3-N of Lan Gan weir 97.11% CODCr and 97.92% NH3-N of the Long Zhua weir 97.73% CODCr and 97.18% NH3-N of Hong Guangyou branch canal were from above two sources.According to the development programming, the Hi-technology area will cacel the first industry abolish the domestic animal breeding consummate the sewage pipe-net repair the above three rivers and increase the ability of the sewage disposal. After every measure carried out, the water pollutants will satisfy the request of the total mass control.
