Water environment of Tianjin is a whole system. Based on the data of environmental capacity of water pollution, how to distribute the capacity is becoming a most important issue for the total amount controlling. Because the method of main water pollutants have not been regulated by policies, it has held back the process of permits system to carry out, which must be solved by all levels' governments. Depend on the research of principles and methods improved, the author creates a new method of water pollutant distribution and operate with it in practice.Moreover, all the point source of water pollutant of Tianjin has been separated into four control areas. Aimed to the four different areas, the author makes out four control methods for each area and establishes the plan of main water pollutant total amount control, which provides a foundation with the further research of main water pollution permits system.
