The eutrophication is one of the most serious global environmental problems in coastal areas at present. Eutrophication is the primary reason that the harmful algae blooms frequently in recent years, it does a lot of harm to the marine ecosystems and fisheries resources, this phenomenon is great concerned by environmental scientists and administrators. In recent decades, lots of scientists are devoted to studying the coastal eutrophication assessment methodology, and have obtained some effective achievements. However, to date, there are no universal eutrophication assessment methods and models. The first generation of eutrophication assessment for estuaries and coastal waters along with the studies of lake eutrophication in 1960s. Entering the 21st century, Occident has developed the second generation of eutrophication assessment for estuaries and coastal waters based on the symptoms of eutrophication.China's actual eutrophication assessment for estuaries and coastal waters is still in the first generation assessment system, the assessment results do not reflect the true states of eutrophication in the sea water, which need to establish a new generation of assessment system. This paper is based on the monitoring data of China's coastal ecological condition monitoring zones, which carried on form the year of 2004, to develop a set of the second generation of comprehensive eutrophication assessment systems for China's estuaries and coastal waters based on the PSR (pressure-state-response) indicator framework.This assessment system draws the merit of Occident's methods, and also combine China's current status of the marine environment monitoring, highlight the ecological indicators of eutrophication symptom.
