Establishment Of Environmental Krueger Curve In Jilin Province

Pollutant emissions deteriorated environmental quality continually. It seemed to be environmentally unsustainable and people worried about the relationship between economic growth and environmental degradation. The aim of this paper was to study on sustainable development in Jilin province by establishment Environmental Kuznets Curve (EKC) model. The EKC would help to see if the policies and strategies are furthering sustainable development or if they should be adjusted. Based on the economic and environmental datum from 1992 to 2005, the Environment Kuznets Curve (EKC) model was setup to examine the relationship between economic growth This EKC model would reveal the relationship between economic growth and environmental degradation and offer reasonable environment-economy policies which are beneficial to sustainable development in Jilin. The economic index per capita GDP was taken to measure the economic development level and the environmental pollution index was the emissions of industrial wastewater, waste gas, solid waste, soot, SO2 and COD. It can not only estimate the relationship between economic growth and environmental quality, but also evaluate the efficiency of environment-economy policy if only setup a model to examine the relationship between economic growth and environmental degradation. Prompted by this purpose, this paper analyzed the relationship between economic growth and environmental degradation to setup the EKC model in Jilin based on the the economic and environmental datum ranged from 1992 to 2004, which would help to study sustainable development in Jilin.The results indicated that the pollution level was worst when the per capita GDP ranged from 5000 to 6000 yuan in Jilin. It is very different between Jilin and any other country (the worst pollution level when the per capita GDP ranges from 4000 to 5000 dollar in other countries). The characteristic of EKC could be due to the extensive economic development model. In order to harmonize the development of economy and environment and meet the objective of sustainable development in Jilin, it must get on with adjusting the development model.The characteristic of the extensive economic development model is'high consumption, high input and high emission'. The true thing that the increasing GDP associated with the deteriorating environmental quality would come because Jilin developed with extensive economic development model in the last decade. This development model led to the worst pollution level had reached when the economy at lower level. At this time, the policymakers in Jilin cognized that the ecological environment would subject to severe damage and the economy would be difficult to meet the objective of sustainable development. So the environment-economic policies which are beneficial to ecological environment were executed, and these policies harmonized the development of economy and environmental quality to some extent.After these peak turning points of EKC, the increasing GDP would be associated with enhancing environmental quality. This tendency would be beneficial to sustainable development in Jilin. But it didn't indicate that Jilin had passed through the early stage of industrialization process. According to the Chenery industrialization theory, Jilin is still at the early stage of industrialization process (The stage of industrialization process should judge from the industrial structure, per capita GDP, employment and urbanization level). Therefore, more efforts would be required for the sustainability of economy and environment.In order to harmonize the development of economy and environment and meet the objective of sustainable development in Jilin, more efforts should be required for changing the development model. It could be concluded that the extensive economic development mode led to the characteristic of EKC. From the examination of the EKC, the relationships between per capita GDP and the environmental indicators present inverted-U pattern, and the peak turning points of EKC in these environmental indicators had been reached. But it didn't indicate that Jilin had passed through the early stage of industrialization process. The results of this analysis revealed that Jilin was still at the early stage of industrialization process according to the industrial structure, per capita GDP, employment and urbanization level.
