Along with the large population pour into the cities, the consumption of oil, coal, natural gas and other fossil fuels increased dramatically. Therefore causes of the urban atmospheric emissions of various pollutants have also increased dramatically. Currently, many Chinese cities lack of a suitable and reliable urban air quality models and forecasting model. Government in making various decisions there is certain blindness.This topic based on the 2005 Xi'an environmental monitoring and statistical data. First identified in Xi'an primary pollutant is PM10, and get the regional evaluation of the various pollution sources (traffic sources, industrial sources, power plants and civilian sources) total emissions and space-sharing rate, used ATDL model simulated pollutant dispersion and obtained pollutants transfer matrixes, calculated the concentration of atmospheric pollutants, and according to the monitoring data corrected it. Then identify the regions where pollutants concentration exceeds the standard and quantified population health and economic impact because of pollutants concentration exceeds the standard. Finally, there is providing a series of control measures as well as compared these control measures, used Excel optimization solution, obtained the optimal solution.The results show, in various atmospheric pollution sources, traffic and industrial sources of PM10 concentrations contribution significantly higher than the plant and civilian sources. Although the two plants consumed many coals every year, but since they installed the dust-removing equipment, they have higher PM10 collection efficiency, so plants emissions the proportion of PM10 is not high. Because there are many petrol and diesel cars, so the emission of pollutants larger contribution rate, they are the major source of pollution in city traffic. Model forecast results show, to encourage public transports and reduce private car travel, reject two-stroke motorcycles, increase the proportion of CNG buses and other measures to improve air quality have more obvious effect and relatively small investment. So the focus of work should be put on the implementation of theseseveral measures.
