Analysis On The Relations Between FDI,Environment Pollution And Environment Regulations Of Hunan Province

People are deepening the knowledge of the foreign investment and paying more attention to the global environment problem. This makes the research on the relations between FDI and environment pollution, FDI and environment regulations a hot topic.Many scholars have studied the issue. Based on these studies of these scholars, this paper makes a research on the status of attraction of FDI for Hunan province, and discusses the role that FDI plays in the economic and social development and the effect that the FDI makes on the environment of Hunan province. Then this paper, adopting the data of FDI and industrial waste emissions of Hunan province from 1987 to 2004, taking the industrial waste gas as environment pollution index, using the OLS model and Granger cause test and the software EVIEWS3.1, develops a demonstration analysis on the relation between FDI and environment pollution, calculates the elasticity coefficient of the relation, and validates the inherent relation between the two factors,When developing a demonstration analysis on the relation between FDI and environment regulations of Hunan province, this context, adopting the data of FDI,environment management expenses and GDP of Hunan province from 1987 to 2004, taking the ratio of environment management expenses and GDP as the environment regulation intensity index, by the means of E-G model, analyzes the relation of FDI and environment regulation and the effect that the environment regulation makes on the flow of FDI.Basing on the result of demonstration research on the relations between FDI and environment pollution, FDI and environment regulations, the paper gives some suggestions on the policy for foreign investment and the environment regulations, which aiming at the actual condition of Hunan province, and the reference for the government when constituting the policy.
