Quantitative analysis and gross control will be applied for atmospheric environmental management instead of qualitative analysis and concentration control. Therefore, the quantitative relation between atmospheric pollutant emission and atmospheric quality will be the focus on atmospheric environmental management. Atmospheric quality mode, which describes the quantitative relation between source and environment by model of mathematics, has become an important tool helping the establishment of atmospheric environment plan/assessment, atmospheric pollutant emission permit system and atmospheric pollutant gross control plan/measures.Recently, research on atmospheric quality model has been developed rapidly, and various models have been established. But the errors of the models almost result from the input of models in practice, especially from the data of pollution source, which is hard to achieve the precision of models. As a result, the complex models do not perform well than the Gaussian model obviously. Gaussian model with the assumption of the normal distribution of plume concentration is mostly applied for the evaluation of local atmospheric pollution in the world.The average concentration of atmospheric pollutant in a long time plays an important role in atmospheric environmental impact plan/assessment. The layout of towns and factories should be decided by the knowledge of the local atmospheric pollutant concentration. So, it is significant to establish a scientific, simple, long-term average concentration model of atmospheric pollution.Long-term diffusion model of atmospheric pollutant (ISCLT3) called regulatory model is a kind of Gaussian model recommended by U.S. Environmental Protection Agency. The veracity and reliability of ISCLT3 has been recognized, and ISCLT3 has becomed the universal model for air quality modelling in many countries including US. Moreover, the model software is free and can be downloaded from internet. If the model is applied in China, it surely improves the controlling over the atmospheric quality of China.
