With the development of economy, the fire accidents of petrochemical storage tank area tend to have the characteristics of high technique requirement, hard to treat, long time to extinguish, etc, and they need higher qualifications for fire-fighting and rescue. For general fire, according to district principle, fire-fight troops carry out handy rescue. But as the change of city planning, fire force distribution falls behind. The present fire company can just meet the demands of general fire-fighting, so it can't deal with large-scale fire disaster itself. This task often needs the cooperation of several fire companies. Though all levels of governments have put particular emphasis on fire-fighting and rescue across districts, most of them are just on the stage of emergency programs and simple drilling. Fire troops are hard to put into practice. To resolve the imbalance between ability and requirement in fire-fighting and rescue, based on the theory of cooperation across districts, the theory of dynamic fire-fighting and rescue loop exerts relative predominance among the fired and surrounding areas. The theory makes full use of surrounding resources, and achieves high efficiency and well economical efficiency in the condition of meeting the fire-fighting requests.Based on the theory of fire-fighting and rescue loop, the paper established a model of a real fire-fighting and rescue loop and a reinforcement loop for petrochemical storage tank fire accident. Aimed at providing a reasonable method of resources distribution for fire-fighting on storage tank fire, the paper calculated required fire resources and fire-fighting abilities among surrounding fire companies. Then taking the storage tank area as the center, in the condition of meeting the requirements of fire-fighting, the paper calculated the radiuses of all kinds of fire resources, and resolved the inconsequence of resources distribution in tank fire. In the optimized model, a method for investment and firehouse distribution had been provided.A case about Shenyang Dalongyang oil depot has been discussed at the end of this paper. The feasibility and validity had been proved by this case. The result of this research indicatesthat by optimizing fire resources, fire-fighting and rescue could be faster, more efficient, better ordered, and achieves the better sharing of resources like personnel, equipments, fire-extinguishing agents, etc. This method could strengthen the ability of treating the fire accidents of petrochemical storage tank areas.
