With the rapid development of the national economy,the scale of China's crude oil reserves is gradually moving towards a large-scale and intensive development.As an important energy material in a country,oil is the lifeblood of the national economy.According to China's strategic oil reserve plan,the oil reserve capacity will reach 85 million tons by 2020.However,there are many security risks and even catastrophic accidents.The crude oil storage tank fire is difficult to deal with and easy to cause the expansion and spread of the fire.The characteristics of the fire accident in the crude oil storage tank area make it put forward higher requirements for fire fighting and rescue operations.However,judging from the current fire fighting situation in our country,the combat capability of each fire brigade is limited to meeting the needs of fighting general fires.For larger fire fighting and rescue tasks,multiple forces are required to cooperate.For the development of joint fire fighting and rescue,effective force mobilization is the key to fire disposal,and it is also a dynamic and complicated problem.Based on this,this paper studies the process of joint fire fighting and rescue force mobilization,in order to find the optimal force mobilization scheme and provide reference for the improvement of existing joint fire fighting and rescue.The main contents include:(1)This paper analyzes from three aspects of personnel ability,fire fighting equipment and traffic communication,and constructs a comprehensive evaluation index system of fire fighting and rescue ability.Topsis method is used to evaluate its ability,and the evaluation result is applied to the model as the ability coefficient.(2)The method of fire fighting and rescue force mobilization is studied,and the single-target and multi-target joint fire fighting and rescue force mobilization models are respectively constructed.The former takes "the shortest time distance" as its goal,while the latter takes "the shortest arrival time principle" and "the maximum comprehensive fire fighting and rescue capability principle" as its goal.The actual time when each fire brigade arrived at the fire scene was determined by Dijkstra algorithm.Then genetic algorithm is used to solve the model and assemble the optimal scheme.(3)Taking a domestic oil depot as the background,the feasibility and applicability of the joint fire fighting and rescue force mobilization model established in this paper are confirmed by simulating the fire situation.With this example,the joint fire fighting and rescue command and support system for crude oil storage tank area developed in this paper is introduced.The system is mainly divided into two parts:information query and fire fighting and rescue.The force mobilization function is the application of the force mobilization model established in this paper.The system can provide more efficient and scientific technical support for the mobilization of joint fire fighting and rescue forces.
