The environmental pollution and the ecology destruction enable the environment problem to become one of the most important questions in the contemporary era. The environment, as a habitat for humanity, because of its varying degrees of non-exclusiveness and the non-competitive characteristics, has the public goods attribute, and this is one of the important reasons why the environment problem is complex and not easy to solve. At present, the supply of Chinese public goods of environment has the following characteristics: The supply of environmental public goods is inadequate, the quality is poor; The supply main body is limited; The supply mode is single; The supply power is insufficient. How to improve the current situation of Chinese environmental supply of public goods and how to provide effective environmental public goods to meet the public demand become the topic which is worth discussing.Western fundamental research has proven environmental NGOs could become another important main body of supplying environmental public goods. Our country's reform provides the condition for the environmental NGOs' production and the development, since their emergence ,the environmental NGOs have displayed their own superiority fully, played the very major role and unfolded the strong vitality. Western environmental NGO's participation in the supply of environmental public goods provides the beneficial model experience for the development of our country's environmental NGOs. But our country's environmental NGO and Western environmental NGO locate in the different environment, and the development phase is also different .So looking for its own localization and making the correct strategic choice are Chinese environmental NGO's basic development mentality. The solution of this question inevitably impels the development of our country's environmental public goods supply. Therefore, this discussion is of the vital significance.This article takes the dialectical materialism and historical materialism as the macroscopic principle instruction, mainly utilizes such concrete methods as the combination of the fundamental research and the real diagnosis analysis, the comparative analysis and the strategic analysis. And these methods are used to the analysis of some questions such as the present situation of our country's environmental public goods supply, the involvement of NGO in the environmental public goods supply, the use for reference of overseas environmental NGO's involvement in the environmental public goods supply and our country's environmental NGO's strategic choice in a quite systematic, thorough way, and give some original and creative explorations.The whole article includes five parts:The first part is introduction. It points the reasons for choosing this topic, and provides domestic and foreign research about the topic, on which basis submits the research methods and chapter structure.The second part is the realistic analysis of our country's environmental public goods supply. This part mainly introduces four characteristics of our country's environmental public goods supply: The supply of environmental public goods is inadequate, the quality is poor; The supply main body is limited; The supply mode is single; The supply power is insufficient.The third part is the analysis of NGO's involvement in the environmental public goods supply. It separately has proven the feasibility of the NGO's involvement in the environmental public goods supply from a theoretical and practical perspective. The theoretical analysis mainly introduces the market failure and the government failure theory, the goods classification and the production is not equal to providing theory and the Governance theory. The reality analysis mainly introduces Chinese environmental NGOs' living conditions, strengths, development and function.The fourth part is the international comparison of the environmental NGO's operation pattern. This part further proves the feasibility of NGO's involvement in environmental public goods supply by introducing the pattern of NGO supplying environmental public goods in such countries and parts such as the United Kingdom, Japan and Hong Kong. More importantly, it makes a comparison of the three patterns of supply to providing experiences for Chinese environmental NGOs.The fifth part is environmental NGO's strategic choice. This part launches the elaboration in view of Chinese environmental NGO's characteristics and the challenges. It points out Chinese environmental NGOs locate in different environment and are at different stages of development in comparison to Western countries NGOs. Chinese environmental NGOs should make a strategic choice in the fund operation, the cultural localization, the surveillance mechanism and the personnel drive and so on according to their own situation.This article enters the topic from the attribute of environmental public goods, then asks the question and analyze the question, thus solves the problem, and it has certain innovation. And it makes developing exploration from four aspects in view of Chinese environmental NGOs' own condition in the last part of this article, proposes rational suggestions, and is of great significance.
