Nowadays, environmental problem has definitely become first challenge to human beings. How could we improve our management machinery working well and make series right decisions on environmental analysis, new law of policies and promote the environment construction and sustainable development to resolve the problems in order to suit for the idea of resources development. Regional and global environment problems have been becoming increasingly critical, which will benefit to coordinate between economical and environmental development as well as Chinese government, enterprise and academics Therefore, we do not consider that economic development; heritage preservation and nature conservation are incompatible. Without proper consideration of sustainable development, economies development undoubted faces the obstacle. Strategic environmental management (SEM) is the important model of launching sustainable development strategy and environmental management. It is also the one of the most effective means to realize the target of economics and environment development.In view of the strong expressed in strategic management and theory, SEM is a kinds of reliably practical application and manage mechanism which focus on environment target, social and economical targets to concord highly harmony. The core targets of SEM are public activity, enterprise and government behaviors. The goal of SEM is to link all strategic management means and process of management to coordinate the issues of influence continue our effective laws, government measures, planning, predictions as well as management structure, and is bound to link development between natural environment and social economy. SEM contains the lessons and behaviors of shaping from environment strategy to manage regulation policies.The strategic environmental planning step to operate SEM is first, that is strategy of realizing long-term and middle-term environment management and further implement target responsibility system. The goal of strategic environmental planning appears to be guideline and control of subjective management flexible change of environment development in order to reduce pollution created by modern population. Strategic environmental assessment is the important ring of strategy environment management. It is the application of influence evaluations at strategy standard of laws and regulations. SEM shows us full determination to combat to realize goal of implementation of comprehensive strategy with reference to the latest issued such as policy, laws, planning, and prediction of Government, so as to valuate environment to avoid and reduce the failure influence of strategic environment.Moreover, in the process of SEM, the system protection of metropolitan governance and policy Organization in China is necessary. The manners of SEM operation are strategy environmental system amylases, environment cost account, life cycle assessment, public participant and environment management systems.Strategic environmental efficiencies assessment is the assessments of between process and management system to set up a set of beneficial foundation and regional system on environment strategy valuation capacity. Strategic environmental efficiencies assessment includes the control by managers or out of range control.
