| With the rapid development of industry and economics, mankind hascreated enormous material wealth and unprecedented social civi lization, but alsocaused serious environmental pollution, ecological destruction and shortages ofresources and energy. Solely relying on end control has not been an effectiveway to control industrial pollution and envrimantal pollution, ecologicaldestruction and the excessive consumption of resources caused by the increasingscale of the industry. In this context, cleaner production, as an advancedenvironmental protection strategy, emerged. Cleaner production is to abandonthe drawbacks of the end control, apply the whole protective environmentalstrategy to the production procees persistently, improve the managementpractices and technologies progress continuously, increase the efficiency ofresource utilization, decrease the pollutants into the enviroment so as to reducethe risks to human and the environment, is also to and achieve the unification ofthe economical and environmental benefits.Oil industry is a never declining sun industry, which is now shouldering thedual responsibilities of meeting the increasing needs in the people's material andcultural lives, and of providing economic accumulations for the nation'sconstructions. Edible oil industry is the most important composition of thenational economy and also is our country's key traditional industry. Since thefoundation of our country, edible oil indus try has gained fast development, butthere are still many problems that is, China has lots of small-sized edible oilenterprises whose production technics and equipments are out of date, and mostof the enterprises lack modern enterprises management and follow thedevelopment mode of promoting economic growth with a large amount ofconsumption of resources and energy. Therefore, the oil production has causedserious environmental pollution, ecological destruction and the excessiveconsumption of resources. These problems make our country which has the mostpowerful ability in the oil plants production and process not a Great Power in theoil production, and they also restrict the development of the oil industry in ourcountry. Thus, in order to guide the edible industry of China towards thesustainable development, the most effective way is to carry out cleanerproduction.Cleaner production is the best mode for fundamentally resolving theconficts between economical development and environmental protection. CPA,short for Cleaner Production assesment, is to assess the enterprises'totalcleaner production level of the enterprises and the cleaner production level ofmaster course of processes by selecting the materials, applying the advancedtechnology and equipment, improving management, strengthening thecomprehensive utilization, and assessing the processes from the production tothe product service.Based on the clean production standards in edible vegetable oil industry(soybean oil and soybean meal) HJ/T184-2006, this paper applys the cleanerproduction evaluation method which is a mature technology used in otherindustries into the edible oil industry and avoids the one-sided pursuit ofeconomic returns in the rapid development of the edible industry with i gnoringthe their negative effects to the environment and offers the basic theory forenterprises to achieve sustainable development.The paper is to set up index system and evaluation standard aboutCleaner Production, and to put forward CPA method.The evaluation index is not only the symbol of scientific managementlevel, but also the measurement for comparement. According to the strategicthinking and content of clean production, cleaner production evaluationsystem should be able to cover raw materials, production processes andproducts in all major aspects, in particular the production process, and it notonly considers the use of resources but also the formation of pollutants.Based on the life-cycle theory and taking into account the edible oil industry,we establish a set of index system which includes five categories: utilizationindex about resources and energies, characteristics technologies index,pollutant generation index, waste recycling and using index, andenvironmental management requirements index.Evaluation standard is the quantitative measurement for the index. Theclean production standards in edible vegetable oil industry (soybean oil andsoybean meal) HJ/T184-2006 prescribes the cleaner production standards ofinternational advanced level, national advanced level and national generallevel. Considering China's actual situation, that the majority of Chinese edibleoil enterprises are SMEs and certain enterprise indices are below thebenchmark indices of national general level, and when the contributions ofthese indices to the overall level of cleaner production is not large, in order tobe able to evaluate the enterprises'cleaner production level in edible vegetableoil industry and make them know the the gap between the advanced level inutilization index about resources and energies, characteristics technologiesindex, pollutant generation index, waste recycling and using index, andenvironmental management requirements index and bring forward thetechnological transformation methods for their cleaner production processes ofrelatively low level, the paper gives the evaluation standard in edible vegetableoil industries on the basis of referring to lots of literature, national industrialstandard and the communications with the workers in the oil industry.After establishing a scientific evaluation index and the evaluation criteria,we have to choose the scientific method for evaluation, which is the key stepto make a scientific evaluation for edible oil industry. First, we analyze theclean production evaluations used in the evaluation methods, compare thedifferent evaluation index, and consider the relationship between them, theircontributions to the whole level of the system the multi-attribute andmulti-level features of the evaluation index with random and fuzzy features.Therefore, we use the AHP-fuzzy comprehensive evaluation method toevaluate the edible oil industry, that is, by using the method of analytichierarchy process to confirm the weight of the index, we make acomprehensive evaluation for the edible oil industry.Base on the research of CPA theory and method, we take an ediblevegetable oil enterprise for example. Through fieldwork and essentialmaterials collection and analysis, using AHP-fuzzy comprehensive evaluationmethods and the index system above, we account the cleaner production levelof the enterprise. The results show that the enterprise belongs to the group ofinternational advanced. We draw the following conclusions: AHP-fuzzycomprehensive evaluation method is practicable, which can effectivelyovercome the drawbacks of the synthetic index evaluation method andpercentage method, and make sure that the final conclusion is the results of theinteraction of the index. The weighting value of each index is given by AHPand encourages the enterpries to enhance their own cleaner productionprotential, and the differences of the subjection make the technician easilyknow the utilization index about resources and energies, characteristicstechnologies index, pollutant generation index, waste recycling and usingindex, and environmental management requirements index and find out thecleaner production potential of the enterprises.Through the research of the enterprise, we can conclude that the indexsystem and evaluation method is workable and exact. By using this method wecan evaluate the level of cleaner production and the achivements gained by theenterprises, which can help the enterprises le arn more about their own cleanerproduction potential and has important significance of strengthening theenterprises'competitive power and promoting the enterprises to carry out thecleaner production. |
