Steel slag is known as a potential resource with complicate composition, intense fluctuation on composition and high f-CaO content, which has not been utilized efficiently.In this paper, research work on the comprehensive utilization of metallurgical slag around the world was reviewed, and the formation of steel slag was analyzed in detail. Aiming at utilizing steel slag in building material industry, the methods of afresh smelting cooled steel slag and processed smelting steel slag with heat preservation were put forward. The effects of these methods on the activation of steel slag were investigated, and the feasibility of processing steel slag with a special designed slag ladle was validated.The results indicated that f-CaO was absorbed completely at 1300℃ by afresh smelting steel slag, which overcame the disadvantage of steel slag on high f-CaO content. Processed smelting steel slag with heat preservation decreased the content of f-CaO inside slag and improved the activation of slag notably. Granulated blast furnace slag (GBFS) is a better choice to absorb the f-CaO inside steel slag. The recommended heat preserving time is 30 minutes and the basicity of steel slag should be controlled at about 2.59.
