The drainage structure, the river basin environment monitor condition, waste water pollution source distribution and the water quality category condition in the last few years are analyzed for Yongjiang river basin in Nanning in the paper. With economy fast developping of Naning, the huge impact is brought for the pollution management. Environment ptimization and economy development are decided by how to valid and visual management. It is very important meaning to created the integrity water environment management information system for Yongjiang river basin information management.For the sake of the complex characteristics of flagment, abstraction and spatial, based on analysis for the present domestic and foreigh study of GIS and water quality model, one way that uses water quality model, GIS and data base technique to deal with is introduced. As the keystones of this paper, the two-dimensional stable water quality forecast model, the data base technique, river basin management with GIS, dynamic water quality forecast with GIS and management in network are discussed in detail.Moduels is departs and Dll is encapsulated in the system. The system is developped by MapObjects 2. 3, Visual Basic6. 0, Access 2003 and ASP. The function as follows:(1) Basic inquiry, analysis of environment influence area and caculation of areas for point, line and area pollution source are afforded.(2) Laws and regulations of Environment and graphic of river basin can be inquiry. (3) The two-dimensional stable water quality forecast model in the low, normal and high flow period are developed.(4) Monitoring data are managed by data base.(5) Dynamic GIS visual imitate is developed for pollution areas in the low, nomal and high flow period.(6) Network dynamic management by GIS is developed.The conclution of water quality forecast model is certified by water quality monitoring data ( 2002 - 2004 ) which Environmet Protection Bureau of Nanning affords. The result of the GIS dynamic imitate is setted comperison with the non- dynamic graphic ( 2000 ) of BOD5 which profession sofeware afforded. Resul of the water forecast model is within the scope of reasonable error and dynamic GIS imitate results are as well as profession software. The system can satisfies management for Yongjiang river basin in Nanning.The system is friend user interface and full function. On the one hand, it is visual output result of water quality model, on the other hand, Microsoft Access management and network dynamic management by GIS are developed as well as the GIS technique character of analysis, handing, inquiry and management for spatial data are displaied. Handling and management of water environment information will be raised greatly as well as the important roof is provided for drawing up strategy of the water pollution prevention and control.
