As an environment-friendly strategy, the extended producer responsibility (EPR) system has an evidently positive role in handling the solid wastes. This system, which has proved to be effective abroad in both legislation and practice, can serve as a reference for China's environment protection. However, the establishment of such system involves long-term efforts jointly by social, economical, resources and environmental sectors. Based on the western legislation on Recycling Economy, China can establish the EPR system gradually by defining the recycling of natural resources and disposing of wastes the responsibility of manufacturers, thus lay the legislative foundation for building up a environment-friendly society. Therefore, it is an important issue for the Chinese scholars in relevant fields to study the establishment of an ERP system that best suits the condition of China in order to better the implement of such an environment-protection system.The thesis analyses the meaning and elements of ERP system, discusses its theoretical foundation, demonstrates the feasibility and necessity of establishing such a system for China, and put forth measures to ensure the maximal effectiveness of the system. Two conclusions are drawn at the end of the thesis in light of the theory and practice of legislation.
